Do any of you have a cap for service fees? We have a PI whose students utilize our confocal very frequently and has requested that a cap be placed on his user fee when the balance approaches the cost of the service contract fee. Since the user fee is primarily intended to provide funds for the service contract this did not seem like an unreasonable request. Do any of you forgo the fee once a user's balance approaches a set value?

Our facility is run as a service center (to recoup service
contract costs, and other minor expenses), and I have had a similar
request from a heavy user who wanted reduced rates since his lab used
the confocal so much.
What we do instead is reduce the hourly rate for all
users. Our rates are adjusted yearly, and can be adjusted more
frequently if the situation you describe arises. Why should a single
lab stop paying? After all, they are actually using the system more
than other users.

We also run our facility as a "service center". This is an NIH designation, and there are NIH guidelines governing how much money can be charged. As Kristi said, you can recoup service contract costs & other minor expenses and, I believe, the salary of the core's administrator. However, a service center is not allowed to make a profit, and may not use or save any of the money charged for equipment upgrades. Sadly, we have never been in the enviable position of having too much income from ouir confocal. However, if your center is defined as a "service center", you might have to adjust your charges to keep in line with NIH guidelines.
