There is bumblebee [1] a very flexible, free as in freedom, instrument
management system.  While its development stopped almost 10 years ago,
it still works which says much about its quality.

We have recently converted the original repo to git, and made a clone
on github [2].  We have fixed some compatibility issues with newer php
versions but are not making any new releases.

You may consider improve ir rather that start your own from scratch.
