Based on every occasion I've played/tested the above mentioned two
instruments, I've seen no significant difference in sensitivity. The
0.5% or 4% laser intensity is in my opinion meaningless as you have no
clue about the "real" laser intensity (which as you state, should be
measured with a power meter).
Just as a suggestion (no commercial interest) - you should take a look
also at the new Nikon A1R. I think with the latest development it is a
real competitor of the 710 and the SP5.
