It worked!
Not only did replacing the capacitors fix the start up problem, it is
now perfectly stable. It must be that the increasing instability of the
CO2 % was related to a slowly failing pair of capacitors too.

Tips on replacing components:
- To remove, apply the soldering iron directly to the capacitor legs
and try not to burn too much of the PCB around the contact point. If
you wedge a small flat head screwdriver under the body of the old
capacitor as you heat up each leg in turn it will eventually bend the
old legs straight enough to pop out.
- When re-soldering, apply the heat to the component leg and then
press the new solder in against the PCB contact. That way you know
there's enough heat in both pieces and you're not just leaving solder on
the leg and a suspect connection to the board.
