Hi Claire,
FisherBrand has 12mm #1.5 (fits nicely inside 24 well plate). It's bigger
than you are asking but it's the smallest I've worked with.

you could try Hecht-Assistent, their catalog
http://www.hecht-assistent.com/uploads/tx_abdownloads/files/Microscopic.pdf
says "other sizes also available".

Yes, Assistent will cut to any size you ask for.
I assume they can go as small as Ø9mm.
