I have never imaged tea leaves, but I work on Arabidopsis leaves, so

A good old scanner can be the answer here, I have used that previously to create color images with great detail, and from that calculate foliar surface. I hope this helps. Gabriel OH

If you want to see an example of a scanner's performance, I just tried a cheap scanner https://www.google.com/shopping/product/653414317389359974?q=canoscan+lide+700f on an insect wing.  I had all the auto adjust features turned off.  I also scanned a micrometer resolution slide to get an idea how much detail it really records.  Depending how clean you need the images it may require flatfield correction or fft filtering, but it's probably no worse than one of the new sCMOS cameras. :)
